Should I Get The Blue Snowball or The Blue Snowball ICE

I have the Blue Snowball it's nothing exceptional... I was kinda disappointed for price.

You should get the snowball ice, unless you can find the regular snowball for cheaper as for Skype and recording commentary the ice is fine if you're not gonna have other people to utilize the snowballs multiple recording modes for when you have different people.

Snowball has more pickup patterns, iCE version is just a single capsule. Whether YOU should should get one or the other depends entirely on your use.
