As previously mentioned, increasing your bandwidth will only affect latency if that bandwidth increase happens to be provided by separate infrastructure that is itself, more latency-free.

 

If you retain the same link such as DSL and the same ISP infrastructure/routing and simply have bandwidth restrictions raised, this will do nothing with regards to your latency, especially to a US server.
