Recently, I've been getting strange graphical issues that appear in game and usually when it's a failing GPU, you can't screenshot it as it only shows for the person viewing the screen, not on a screenshot. I've been getting weird like out of line graphical issues that just appear, and I've tried everything to think of. I've opened my GPU, cleaned it very well, repasted it with MX-4, which didn't really work, so I tried MX-6, even deep cleaned my entire GPU as in taking the entire thing apart and cleaning out even the smallest spec of dust, nothing. I've also tried purposely making the card perform worse with a power decrease and undervolting it, but I still get the issue. I know my PSU isn't the issue as it's 1300W. 

Could it be a driver issue?

That usually says to me a failing cable, but these look like screen recordings?
Could be failing VRAM.... 
Does it happen with every game? Does it always happen or only in specific scenes or after gaming for a while? How are temps?

What I meant by that is when a GPU is failing, usually you'll get like pixelated issues on your screen. Should of worded it better.

Run the Test mode for around 30-40mins with this options

You should not run Furmark for extended periods of time because it is an extreme test pushing your GPU to its limits. Also, there is very little chance of anything showing up after a 30-40 minutes test that didn't show any issues.

At least, stay in the same room when you run the test.

Are you able to test your GPU in another computer to see if it behaves the same way ?

If you already reinstalled drivers, checked cables, cleaned the drivers with DDU and you still experience issues, maybe a full wipe and reinstall of your computer may help ?

It's required for heavily testing my GPU underload as it only happens in specific games, but under a specific load, sometimes it doesn't happen.

Not to it's full extent no, the only other computer I have is with an i3-2120.

When running FurMark, a warning message is often displayed stating that the software is a heavy GPU stress test and that "Running stress test  may potentially damage your card".

i.e. Run at your own risks.

My take is that if you run Furmark full-blast for an extended period of time, you'll definitely find hardware errors.
