No OS needed just a monitor is needed.

The WD Black is alot more expensive compare to Seagate Barracuda while the performance is about the same.

As for AMD vs Intel... AMD is kinda better for your budget and intel is better at high level (sort of) so I cant say for sure which is better. so f or a low budget like this better go AMD.

Also that price is already including promotion etc, the real price is about 80$ more without promotion, so if you really cant afford it then change the GPU to a GTX 760 or R9 270x.
