Bizarre Photoshop display Interruption issue

whenever I use photoshop, Both my main and 2nd monitor has a chance of briefly flashing a horizontal line, or a medium sized artifact. This ONLY happens whenever I use PS, no other tasks; Not even gaming! 

This just happens recently, and I do not recall this happening ever since I first used PS.

 

Windows 11

Both monitors are 1440p.
