Voltage restrict a fan

Hey, is there any way without buying a voltage restrict to lower the rpm of a 3 pin fan? too loud :(

You may be able to change the voltage from your motherboard through the BIOS or software you can install. Personally i don't do it because it does not work on all boards and your better off just buying a cheap fan controler.

This should be in the Air Cooling section but, oh well.

Fan adapters (There are 7v, 5v, etc versions depending on how slow you want them):
