If your ISP router is plugged into the WAN port on the TP-Router... The 2 shouldn't conflict with each other if both are enabled (If you disable it on the ISP router, you'll need to manually setup an IP address, subnet, etc.. on the TP link Router to establish a connection between the TPLINK and the ISP if you disable DHCP on the ISP Router.  Most cases the IP Subnet on the ISP routers are different than aftermarket Routers.  I've seen ISP's Router internal subnet be like 172.16.x.x where Aftermarket Routers Internal IPs are 192.168.x.x unless you change it. If both Routers are going to have IP addresses be within the same IP Subnet then yes one should  probably be enabled. And it should be the one you're planning to plug devices too.  The other thing you could do... If this is a wireless router and you're just adding this to improve the wireless in your home, just set the TP link router as wireless AP and as mentioned before just bridge the connection between the TP Link and ISP and have the ISP Router Managing DHCP.
