spotify help! won't open/uninstall

As the top said. For some reason I can't open spotify the desktop app. I can't uninstall it either. When I try to uninstall it , nothing happens. 

I'm using W8.1. I can uninstall other program just fine. I already try their support forum  they were no help. 

Have you restarted your computer? :)
