PC has some wierd problem. It randomly crashes, doesn't matter what I'm doing on it. Sometimes it goes on a loop until a windows recovery shows. One day cannot go without those crashes. Sometimes it post BSOD (I'll upload a screenshot), sometimes it just reset itself without any message.
First I thought it was ram problem. I did a mem test and it failed. I pulled out 2 sticks of ram (I have a total of 4 sticks, 4x8gb ddr4) and it won't boot.
Whatever combination I try with ram sticks or slots (even with single stick), it won't boot or post. It only boots when all 4 sticks are in. 

All drivers are updated, xmp settings are on default, windows reinstallation doesn't help, all peripheral devices disconnected.

Any thoughts what's causing this?

Unfortunately, "memory problems" can be caused by either the RAM sticks themselves, the motherboard (since it contains all the circuitry carrying memory between RAM and CPU) or the CPU (since it has the memory controller on it).

 

Presuming it's possible, I would try swapping in a totally different kit of RAM and see if that fixes the problem. If not, you might have to try replacing the CPU or motherboard.

I would definitely try switching up the RAM, first

 

Then because it's probably the easiest to get a hold of, I'd try it with a different GPU. If you don't have one from a friend that you can borrow, I'd ask a repair shop if they will let you use one just for testing. So on and so forth with the CPU/Motherboard

That BSOD shows most of the times (always glitched like that) and the error code is always different if I manage to read it. 
I bought new 2 sticks of ram and added to the pc so it's almost impossible that the new ram is also faulty. Those crashes happened before and after I added 2 sticks of ram. 
Local tech store told me it's a ram problem but I suspect it's something else. I don't want to swap piece by piece to solve the problem and after that I got a new PC because none of the old parts in it. 
I also had a weird message when I entered the BIOS. It said that the bios settings were reverted back to default. 
Also, when I got that many crashes, sometimes it logs me out from everything on my browser, like it's a new windows so I need to set everything up once again. 
I'm just trying to narrow down the problem because this is my work pc and I can't just leave it my local pc store and go back and forth bying new parts until they "fix" it with that. That will take too much time. 
My take was it's a motherboard but local store guy told me it's a ram problem. I suspected it can be gpu, cpu or psu problem  as well.

You are probably right, but I will note that I have bought and replaced RAM just to get the exact same problem with the replacement set before. It may be rare but it DOES happen

 

I cannot really see this being a PSU problem any which way

 

I would certainly suspect the motherboard and GPU but I am also gonna have to lean towards it being RAM with what we have so far

Uh why would you go back and forth? Go there in person, test everything in person, leave after testing everything.

 

Shouldn't take you but two hours, tops.

I'm from Croatia, it doesn't work here like that. Once I got to replace my nvme ssd under warranty and it took them 36 days. I just bought a new ssd in another store until the old one got replaced. My head hurts when I just think how much it'd take them to figure out the problem with my pc. 
I'll try to get my hands of ram sticks first from my friends so I test my pc. If ram isn't the problem, I'll move on with the gpu.

They have no spare parts in store that you could use to test out and see what part you need to actually buy from them? Not even a PC you could pull parts from for testing? How does anyone there ever know what part they actually need to buy?

 

That's PC repair shop 101 the whole world over. That's bad business no matter what country you are from. What a dumb shop.

Sounds good. Let us know how that works out for you. I would put money on it being your RAM but I'm wary of your GPU just enough to refuse lol

Here you can only buy new part and that's it. If they need to test something for repair, they send that to the capital city and that takes time since I'm nowhere near close. as I wrote for the faulty ssd, prepare for lot of headaches before you start dealing with them and lot of wasted time.

That's surprising, honestly. Makes no sense to have a computer shop that can't even test something for a customer so they know what to buy

 

Wasting your time and they're not even saving on operational costs. Wild.
