I don't have the bucks to buy a new pc right now, so looking to upgrade what I have. a 9th gen i7 and 1660 ti with 32gb of ddr 4  I am not sure if an i9 would help (motherboard will only use a 8th or 9th gen) the 1660ti .

I know it is probably  not good time to buy anything right now but any good advice will be a help.

Upgrading your GPU would be the most beneficial.

Budget? Assuming this is for games you can throw in a new GPU and call it a day.

I run a 9900K with a 6900XT and it performs well in 1440p.  So I would suggest a GPU upgrade for now, followed by a CPU upgrade next (staying with DDR4 to reuse your RAM) if you can do it.

 

Though if you have a 9700 or 9700K, you'll want to be looking at CPU/Motherboard sooner rather than later, as you have no HyperThreading with that CPU.

 

Do you usually ask about upgrades and then ghost away?

 

Though if you haven't been able to upgrade in over a year and a half... not sure what you're looking for from us...

Your whole computer needs an upgrade, but your GPU is needed the most if you plan to use it for gaming

 

Changing to an i9 without changing the generation of CPU is a complete waste of money. You'd see little to no difference at all

Been there, done that!  I've eaten my share of Spam, mac & Cheese, and hot dogs for years!  I'm fortunate enough to have come up from a pretty poorish upbringing, so I revel in being able to treat myself.

 

I hope the OP isn't just posting and leaving, again.  A 9060XT 16GB will be a decent card still for him.

Is it Canada? If you could squeeze another 50, you can buy a 9060XT 8GB. Even though your CPU isn't powerful enough for it, there is no sense in buying derelicts, and the CPU is a much cheaper upgrade (because the GPUs will only get pricier).
