remember lighting makes a bigger difference then the camera. I think the canon T3i is decent enough. maybe a little too much depending on where you look.

What kind of Youtube videos? Because if she plans on just vlogging a high-end webcam will be fine for that.

 

PS: As said by brownninja97 lighting does make a big difference so allocate some of that budget for at least some basic lighting.

A Logitech C920 webcam with a decent lighting setup will be fine to start with and in the future if she really wants to get into it she can get a higher end camera. :)

No problem. Lighting makes a big difference so make sure you put some thought in to setting up a decent lighting configuration for her.
