I'm upgrading from a i7-7700K, GTX1080 with triple 1440p 144hz Monitor Setup. From my old PC i could salvage a NH-D15, would that be sufficient cooling?

An NH-D15 will do a decent cooling job.  You can order an AM5 compatible mounting kit from Noctua. See https://www.noctua.at/en/support/mounting-and-upgrade-kits?cooler=1&socketGroup=13

i would not pair that 9800X3D with an asrock motherboard 
there are also better power supplies
and 750w is not very cost effective
(850w units cost almost the same and are better suited for 5070Ti in the long run)
NH-D15 is a good cooler and you can certainly re-use it .
