My system has been unstable for years now let me explain:
Whenever a power outage would happen I would not be able to startup my pc for hours, it would start booting, but then freeze as soon as the windows logo popped up.

It would at some point startup correctly and run fine even under heavy 3d modeling and gaming loads.

I just upgraded yesterday:
Intel Core Ultra 7 265k with mobo and ram 
new boot drive nvme WD Black

kept my old 1000w Corsair psu and RTX 3080.

At first it did not want to boot at all Bios loop.
I did a bios update
I did a fresh windows install

now it boots up super quick and has absolutely no issues... when the gpu is not plugged in. It works fine I can do stress tests and run everything correctly on integrated graphics.
but as soon as the graphics card is plugged in it boots up fine but opening steam or moving a file explorer window can make it freeze. (no blue screen or black screen just a freeze on the current screen mouse not moving.). Running a stress test or benchmark is an impossibility.
Temperatures look fine 30-50C

My current assumptions is that either the psu is failing, but is only affected when the gpu is plugged in. or the gpu is dying and freezing the system under any load.
But I am still questionning why it did not do that before my upgrade. It was unstable, but the behavior has changed.

I am going to purchase something today, just wanted a second opinion before I fork out the money for a rtx5080

You could run memtest86 during the night, it boots from a usb stick which is probably fine

Also your issue could be software related, checking windows or reinstalling it might help,

You could try those first :

open cmd as administrator and run both;

DISM.exe /Online /Cleanup-image /Restorehealth

sfc /scannow
