What pc specifications do you have?

Do you happen to have an Intel 13th or 14th gen cpu i7 or i9, or i5 which has a K? If yes do you have the latest bios?

 

Unable to decompress things is one symptom of a degraded cpu, the Raptor lake degradation.

Many installers also decompress files during installation.

 

But it can be something else spooking aswell.

The word you're looking for is execute, not extract. That would apply to compressed files like .zip, .7z or .rar

 

Could be a permission error. Do you have an admin account? Could also be a messed up Windows install

Installers can also have files compressed. When running and installing it decompress its files.

Let's hope OP doesn't have cpu degradation, but something else more simple...

From some googling it looks like Error 0x80004005 is a generic error that happens when Windows cannot access a file/folder, often due to permission issues or corrupted files. 
Running the installer as an admin should fix it if the file is good, but if you have a corrupted driver, you need to get a new one

i forgot to mention, im trying to use wifi, its all good if i connect the ethernet cable

Many OEM driver installers can take command line arguments. Open a command prompt in the directory of the program and run it with the /? parameter and see if it has any option for extraction of files from command line itself.

 

What is the source of the installer? Tell me where you got it from.

 

In properties of that installer program, check on unblock if Defender is blocking downloaded items though this never has caused any problems for me personally.

 

Try disabling Windows Defender's Real Time protection temporarily itself, just in case.

 

I am not sure but many executables can be opened in file archiving programs like 7-zip and extract the contents. You could try that.

 

Upon searching, it could be related to permissions as well. See if you can take the ownership of the program. Also, are you in a Administrator account?

 

Also, if you have any type of internet working, be that ethernet or USB networking (USB tethering from phone), Windows updates can download drivers for you automatically, all though I wouldn't rely on that permanently because they might not be the fresh ones and might not populate all the drivers you need. OEM drivers are separate which might be more optimized for your system.

Sounds like the installer is trying to download things on the fly and Wi-Fi isn't working properly for that. 

 

Can you use a browser when connected to wireless?
