Back in the day, Bonjour was a pretty common program to have on Windows as it was used with iTunes for syncing up iPods and iPhones. Do you have any Apple products you use with the computer or Apple apps installed?

no only thing is maybe i plugged my iPhone up to charge it but other then that no

Bonjour is basically mDNS (Multicast DNS) used for local discovery of multimedia hardware on the network. It's used by iTunes, but not required for your phone to sync.

Basically, don't trust it. No reason to give an application that level of access that's not signed and approved. Perhaps there's a newer version of iTunes with a compliant mdnsNSP.dll?? Until there is, deny access.

Edit: Some have said there's no issues with iTunes 12.13.4.4 (maybe later too) after uninstalling Bonjour. Again, it's not needed. Just uninstall and see if iTunes works. If it does, you're issue is resolved.
