Recently a TV stick connected to a USB port on the motherboard stopped being detected when starting Windows, but is detected if the USB cable is unplugged and plugged again. This happens on any USB 2 or 3 port on the motherboard. The problem does not happen when the TV stick is connected to a USB 3 port on a PCIe card. Any ideas why?

Do you have alot of USB devices plugged in the back?

If you have alot and some of them are power hungry that could get glitchy connection issues, like what you described.

It could also be driver issues.

Do you have updated chipset drivers?

It can also be that Windows thinks it needs to put it into some power saving mode.

So if you look it up in the Device manager and into properties of that thing, then uncheck "let Windows put it into power saving mode" box or something like that.

Keyboard, mouse, tv stick, printer and external hdd enclosures that are mostly turned off. TV stick does not work with driver from windows update. Driver on manufacturer's website is ancient (Windows 8) and they don't seem to response to requests for support.
