This is a upgrade for a friend of mine who is interested in upgrading his pc. His CPU has been upgraded recently and we're now planning a GPU upgrade in a week. We are now debating about getting either the RX 7900XT (€666) or the RX 9070XT (€675). From the GPU comparison from Toms Hardware (https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html), the 9070XT is the winner at 4K Ultra(looking at 4K tests since the sim is running on multiple monitors). I've heard that, for more mods (which will be used) the added VRAM from the 7900XT would be better. So we're stuck now between the two. Help would be greatly appreciated!

9070XT, it's faster and has better software (FSR4) than 7900XT, and has as much VRAM, so much better than the 10 bucks difference of price!
