System lagging even in bios

Thank you everyone for the input, I returned the motherboard and got a new one and that fixed the issue. BTW the new motherboard had an older bios version than the first one so I think amazon sent me a part that somebody had already returned  

Hi I just finished building a new PC

Specs: 

Ryzen 9 9900x 

B850 aorus elite wifi 7

64gb crucial pro OC ddr5 

samsung 990 evo 1tb

arctic liquid freezer pro 360mm

Corsair rm 750x

The issues started in the bios where the interface felt laggy and I noticed that the cpu voltage does not exceed 0.66 volts (probably the cause). I tried installing windows 11 on the new drive but that froze and I had to restart the PC. By pluging in the old ssd from my previous build I was able to log into windows 10 and there I noticed the cpu clock was stuck at 0.54GHz. (In the bios it showed 4400MHz). I do not think it is a cooling issue as the temperature in the bios was always lower than 40C. I tried clearing the cmos a couple of times. I tried with only one stick of ram. I tried without the ssd but the bios still feels laggy in al cases and some times it takes minutes for the pages in the bios to load. I also updated the bios to the lates version (F6) that fixed the issue temporairly, I then booted back in the windows 10 drive and after a couple of minutes of showing 4.4GHz in task manager it was back to 0.54GHz.

Looks like a faulty CPU or some board issue (bent pins?)

Reinstall and check that first

Right, it may come from either

- not really compatible BIOS, update it

- faulty Windows install, can occur if you use a boot drive from another PC, but if you can't even install it...

- else faulty CPU

I guess it is the CPU or the bios because I did put the latest bios and when I tried it it worked like normal, then I booted windows 10 form the other PC and it slowed down again. I removed the old drive and the bios also went back to laggy. Should I try reflashing the bios? Is there any test I can do to make sure the problem is the CPU. (I do not have another system to try with)

No harm in reflashing the BIOS, but if you can't install Windows you should RMA the CPU (I think) if you don't have any other to test

Update: this morning when I started the PC the bios was running smoothly (out of the blue). I managed to install windows 11 and wiped all the drives. Now though in the new install the clock is blocked at 0.6GHz

Intel systems have a similar and common problem called BD PROCHOT. This allows sensors external to the CPU to send a throttling signal to the CPU. It is exactly the same as if the CPU was thermal throttling but in this case, the CPU is not hot at all. Just a false signal.

 

The same thing can happen on AMD systems. I think AMD calls this PROCHOT Ext (External).

 

Try running HWiNFO. I think it can report this problem. Most of the time the only option is to replace the motherboard. As a sensor fails, the throttling can happen randomly at any time for any reason.

That behavior cpu stuck at 0.54GHz after boot usually points to bios  agesa issues or power delivery settings rather than cooling. 

Double check that your ram kit is on the gvl for your B850 board. ddr5 instability can sometimes cause the cpu to downclock heavily.

Clear cmos and try running everything at stock/default no expo/oc.

Make sure the cpu power connectors both 8-pin and optional 4-pin if available) are properly seated.

In bios, check if Power Supply Idle Control or Global c states are enabled  sometimes changing those fixes Ryzen downclocking.

Try running with just one ssd installed to rule out storage driver conflicts.

Since updating to F6 only fixed it temporarily, it could be worth testing an older bios version rollback until agesa updates stabilize.

It doesn’t sound like a cooling issue since your temps are fine. More likely a bios bug or memory compatibility problem with the new platform.
