Need some help with oculink setup

So  ive recently bought a oculink  to m.2 adapter  along with a ago1 egpu dock with an Intel b580 to use with my rog ally im also using an sata to usb drive for the os the issue is that when I turn it all on the pc is not detecting the b580 but when I turn on the pc while the gpu already has power the fans spin up so it seems that its getting some sort of contention but not enough to actually show up in windows  ive tried installing drivers but the Intel drivers also couldn't download it said that there was no device  to install the drivers to not sure if im just being dence or if maybe the oculink cable or m.2 to oculink adapter  is bad
