I have been having an issue with my motherboard for months now, my second PCIe on my motherboard ROG STRIX X870-F GAMING WIFI it doesn't see anything i put into the slot weather its a network card or a GPU. I went to do an RMA through ASUS I mostly have a few questions to ask to see if an RMA was necessary, the website asked for my serial number which i input then i received this message.

 

Update: 7/20

Upon trying to call ASUS I'm disconnected after going through the necessary prompts after 15 minutes every time the number I'm calling is listed on the website is 1-812-282-2787. for fun i tried to contact tech support through the online chat service and am still greeted with the the message from before.

Then you can try

try reinserting the network card and see if it is visible in Windows as an unknown device, if not then:

Check PCIe slot configuration in BIOS
Enter BIOS and check under Advanced > Onboard Devices Configuration (or similar). Make sure PCIe_2 is not set to disabled or used for bifurcation.

Clear CMOS
Sometimes PCIe lanes get disabled due to firmware glitch.

After a CMOS clear, the system will perform memory training.
During this process, the screen may stay completely black for a while (sometimes 30–90 seconds or even longer). Just leave the PC alone and let it run > don’t interrupt it.

If nothing happens after a few minutes, you can try powering off the system and turning it back on again. Some motherboards need a second boot attempt to finalize memory training after a full reset.

 

BIOS version
What BIOS version are you running? The X870-F is a very new board  > early BIOS versions might have bugs with PCIe lane switching.

If all of the above fail, then yeah, it's starting to look like a defective PCIe slot, and RMA would be reasonable.
