Welcome to the forums!

First, please give us numbers. Upload speed on new PC and old (both wired and wireless for both if possible), as well as for a phone placed as close to wifi antennas for both. We also need to know what speed you are paying for/expecting from your ISP. Use聽https://speed.cloudflare.com/聽because it also includes useful numbers like Latency, Jitter, and Packet Loss). And of course please report these numbers in Mbps (megabits) rather than MBps (megaBytes)

Is the New PC hardlined or only over wifi? If hardlined, have you tried a replacement cable?

Can you elaborate on why you thought your graphics driver would improve your upload speed?

You got those directly from the manufacturer website, right?

hey the numbers i recieve is 800 download 0.04 upload, over wired on my new pc. for my old pc i get 800 download 50 upload over wired conection all in wich are Mbps. have tried multiple cables no change the speed that i pay for is 1000 download 50 upload (Mbps) unfortunatly when i try to use your speed test it dosnt seem to want to load. i also didnt think my graphics driver was going to fix it but for some odd reason someone said in an older post that for some reason it fixed there issue so who knows. for the final question yes all drivers and bios updates have all been through the manufacturer (also added snippet of speed test i could run)

Okay, that's *WILD* I'm very confused as to why you can't connect to cloudflare but the garbage upload is also insane.聽
I'd definitely start by reinstalling the LAN drivers. they can corrupt randomly. If that doesn't work, I'd recommend trying a linux live USB. If that fixes it, you need to reinstall windows, if not, you have a hardware problem. Either RMA that mobo or get a cheap 1gig add in card
