My suggestion is sticking to a single thread and waiting until you have an understanding with what's wrong first before trying to buy new things. 

 

Understanding how to diagnose performance issues is an important skill.

Apex is framecapped at 300

Siege is CPU bound so 9800X3d is best CPU for that
