• Cheap (you get what you pay for)
• Cheap VA is a gamble if you get a smeary, ghosty mess
• Not MiniLED (doesn't exist in this price bracket)
• No HDR (minimum $500 and up for suitable HDR)

 

If you must be in that price bracket, see if you can find any of these. IPS is generally going to be better unless we're talking about $300+ MiniLED panels.
