 I am trying to build a pc around Gigabyte Gaming OC 9070XT(most value edition of 9070XT in my country) and I have been away from parts since my first and last build when DDR4 rams were new. Things I want to know is:

-Does a Gen5 MB make a difference for GPU or is B650 enough?
-Can I go with a cheaper CPU for this GPU? If yes which AM5 CPU? 
-If not do I really need a 320mm cooler for R7 9800X3D can I get away with a 240mm one?
-Are there any stuff I can cheapout?

yes you can, I would go with the b850 over the b650 though.

What is the difference between them? Is it performance, futureproof or compatibility related? 

GPU is gen5. If a get a gen4 board would I get my money's worth out of gpu?

cheaper boards like the B650 can limit performance for high end cpus because of the cheaper vrms(voltage regulator module).

right now the performance difference between gen 4 and gen 5 pcie is small so a gen 5 pcie board would be more for future proofing.

I decided almost the same system in the end. Same MB,CPU,cooler and RAM. Just gonna get a Samsung ssd for peace of mind and a little cheaper but good enough PSU and found out gigabyte cards has gel leaking issues so not buying a gigabyte card.
