Well the PA120 is a dual cooler and the AK400 single, so in absolute terms the PA120 is better, it also has more heat pipes 

Yet the AK400 is good and will be fine up to a 120Wish CPU. It looks great with the screen, the PA120 is nothing special looks wise

Neither/either? The AK400 is the better product, but it depends what you want to do with it.

 

Since you're looking at a budget cooler, you're probably getting a budget AM4 or AM5 cpu, or already have one. Most of those either will cool them, fine, would be my guess, but most of them probably have stock coolers?

 

So if it's something to be quieter than the stock cooler, I guess the AK400...
