Typically this issue is related to the power supply or motherboard, you can try removing the ram and attempting boot with one stick at a time. But with the information provided I'd lean more towards the power supply. If you have another PSU you can test in the system that would be the next step I recommend if the ram doesn't do anything.

Full system specs please.  Be as specific as possible.

 

Leaning towards a power supply problem or a short.
