There are no common problems known.

You should not have to worry about anything if you buy a 3070 FE.

No way for us to tell if the seller did that, though mining on GPUs hasn't really been a thing for a long time. You'd have to ask the seller and hope they're honest about it.

Well, if you know that... then why are you asking?

 

Just get one at a price you don't mind paying.  Mining hasn't been shown to do undue damage to GPU's anyway.  Just get a good price, and enjoy.

It has a slight lack of VRAM for the power of the GPU itself. Everything else is fine.
