Your system config with that GPu and CPU can draw like 130 watts, and that's excluding storage, USB, chipset, ethernet, etc. its very possible that that 200w power supply only has like 150 watts on the 12v rail, so if the system is drawing a bit more it might kick into protection and shut down.

if they have AMD adrenaline edition they could turn down the gpu wattage.. in the bios they could also disable intel turbo boost- both would reduce power but also performance so honestly a psu upgrade is what I would recommend

If you don't want our advice, that's fine, but the fact is... a low-end PSU may indeed have limited power delivery on the 12v rail. It may also be a stability problem where the PSU has enough wattage, but isn't stable when under near-maximum load. Your choices are to replace hardware, one piece at a time, until you find the culprit, accept a return from the buyer, or call the buyer's bluff and say there's no problems with the PC.

Desktop: KiRaShi-Intel-2022 (i5-12600K, 5060 Ti) Mobile: Moto Razr 50 Ultra (Razr+ 2024) | 30GB CAN+US+MEX $30/month
Laptop: Lenovo Yoga 7i (16") 82UF0015US (i7-12700H, 16GB/2TB RAM/SSD, A370M GPU) Tablet: Lenovo Tab Plus (256GB)
Camera: Canon M6 Mark II | Canon Rebel T1i (500D) | Canon SX280 Music: Spotify Premium (CIRCA '08)

The PSU of the HP800 G2 is 12v only so all the power is available @12v.

I doubt it's a PSU issue. Have you checked the storage devices with Crystal Disk for faults. Same for RAM with MemTest86?

GPU stress test with Furmark?

System stress test with Prime95 Small fft while stressing the GPU with Furmark?

have they tried a different outlet in their home? maybe the circuit they're pulling power from is not "clean" enough? considering OEMS use relatively cheap power supplies, I wouldn't be surprised if a not very stable input could cause it to trip.
