yes it is. itx might be hard for AM4.

You're still leaving things really vague. Do you want a rack mount? SATA drives? (Some rack mount cases include back planes)

When I went past 8 drives, I went to the Define 7 XL. It's currently holding 16 drives dor me. It's not cheap, and worse yet to hold that many drives you have to also purchase drive carriers separately.

Like both the Fractal cases I've used now. I modified the front door to improve (in my opinion) air flow:

It needs to be not too expensive and have good airflow. Planning for it to be on AM4.

Not necessarily inexpensive, but Silverstone has cases designed for NAS. https://www.silverstonetek.com/en/product/server-nas/?filter=NAS_chassis

80+ ratings certify electrical efficiency. Not quality.

Silverstone will always get a good recommendation from me. I've used several of their HTPC cases (6 total now). Always been solid cases for me.

Node 804 has space for 10x 3.5" drives + 2x 2.5" drives. If you really MacGyver it you might be able to squeeze in a little more.

Edit: having mentioned it, I'm tempted to buy a 2nd one now! Been looking for a new case for 2nd NAS and nothing newer really hits the same spot in capacity and price.
