Is there one timing that is better then the next. 

I know this is dumb to ask but I have no idea!

For what usage? 

Gaming - no

Other things - maybe.

Gaming with maybe a side of video editing and photoshop

RAM timing is just a number.

hehehehehe

 

It's not noticeable unless you're using software that uses a lot of RAM. Adobe Suite, Maya, etc.

It all depends on the applications, some of them get a performance improvement, others not so much.

So sony vegas and photoshop? And lots of gaming. would it help at all?

Ram timings tightness or loosness are usually dependent on Clockspeeds. for the most part your not going to notice 1 # off. but if you go too loose you will notice when your pc is loading things at times.
