Ok, so when I turn on my pc nothing happens, the motherboard standby lights are just on. I've tested my psu and tested everything I can to work out what's wrong.

I'm not asking for any more troubleshooting tips. Since my motherboard acts the same without the CPU on it when I turn it on, is it the motherboard or the CPU that should be the faulty component. Can you "turn on" a motherboard without the CPU? I mean pressing the power button and getting some life out of it like error codes.

I should also mention that the system has powered on a few times for a few seconds, lighting up all the error led's like cpu_led and vga_led.

It's not really possible to start a motherboard without a CPU. The CPU is the brains of the computer. One way to check if motherboard is dead. This only works if you have 2 motherboards or 2 CPUs with the same socket. You can try to put a guaranteed working CPU in the supposed faulty motherboard. If it works, it's probably the CPU. If not. then the motherboard may be the cause.

Well I have two motherboards and same thing there.

So you're saying that if you press the power button on a motherboard without a cpu, nothing at all happens. No fans spins up for example?

Flat out nothing. The motherboard needs instructions from the CPU in order for it to turn on.
