Hello above i have put in what the person have in their pc and what they do

so I am helping them figure out how to make their pc a bit better cause they are telling me they sometimes lag in substance painter now i have not done much 3d modeling so dont know much about the program but i know i have heard other places that a lot of 3d artist recommend around 64-128 gb of ram so that is my thought of what to upgrade in their pc but what would everyone here recommend them to do ?

I would recommend having your friend use Task Manager while using their software to figure out what their current limitation is. If its just RAM for their existing system, that's usually a far cheaper option than a whole new PC.

Task Manager should make it obvious where the limit is, whether that's RAM being capped, CPU utilization is 100% the whole time, or its just a GPU limitation.

i never ever thought about them buying an entire new system like their system is already pretty new my idea was just upgrading the ram of their existing system

yea could def do that i just looked at their ram while they were doing some work in blender and its def ram they are using a lot of while running blender they use around 16-24 gb of their ram and they say usually substance painter is more intense also when i look up recommendations of substance painter they creators recommend optimally 64gb other people also say between 64 gb and 128gb of ram they only have 32 currently

Check if the software they're using can leverage the GPU and if so, if it is optimised for AMD/Nvidia....

Some of the software is agnostic (either Nvidia/AMD) and just wants RAM... int hose scenarios, a RT7900XTX with 24Gb of RAM will thrash anything with less RAM than that, while other apps are optimised for CUDA cores (Nvidia) and the extra RAM on the AMD option will be meaningless if the GPU isn't really being used.

Main rig: Ryzen 7 7800X3D, RTX3080Ti FE, 32Gb Teamgroup Create-T DDR5-6000C30, AC Freezer3 280mm AIO, Asrock Steel Legend X670E, M.2 2Tb Samsung 990 Pro, M.2 1Tb WDSN550, SATA 8Tb WD80EFAX, Corsair HX850, LianLi O11 Air Mini + 3x NF-A14's, MSI MPG 271QRX (27"/1440P/360Hz), Gigabyte M27Q (27"/1440P/170Hz), Asus PA248 (24"/1200P/60Hz), G815 kbd, G Pro X Superlight 2, Audezee Maxwell.

Games room "TV rig": 5800X3D, AC Freezer2 280mm AIO, ASUS Prime B450M, RTX4080S w/iChill AIO, 32Gb TridentZ DDR4-3600C14, M.2 500Gb & 1Tb WDSN550, 8Tb WD80EFAX, BeQuiet Straight 1000W,  LianLi O11 Air Mini, LG G4 (55"/4K/120Hz), G815 kbd, G502 mouse, LG G1 Soundbar / Audezee Maxwell.

Lounge HTPC: Minisforum UM760 Slim, Ryzen 5 7640HS, 16Gb DDR5, 1Tb M.2, LG C2 (42"/4K/120Hz), Logitech Touch K400.
Laptop: LOQ16, RTX4060, 16Gb DDR5, 2x 2Tb SN990 M.2.

NAS: Synology 1812+, 3Gb RAM, 3x16Tb Seagate EXOS RAID5, 1Tb MX500 cache, 3x3Tb WDRED RAID6, 120Gb SSD cache.

from what i can figure out then the program seem to be optimised for nvidia gpu's
