Problems with steam downloads

Hey ive got an issue with my steam. firstly heres my specs

 

Ryzen 5 2600

gigabyte a320m-s2h

16gb ddr4 3000mhz

gtx 1660

2ssd's

2harddrive's

 

the ssd im downloading to is a Crucial BX500 1TB (Crucial BX500 1TB 3D NAND SATA 2.5-inch SSD | CT1000BX500SSD1 | Crucial.com)

 

so in my brothers room also connected to the internet through ethernet cable he consistently averages around 500mbps. Whereas on my pc the speed will go upto around 500 stay there a few seconds then drop. after the drop the speed looks like a normal distribution (images attached). Thanks. ill provided any extra needed info

Try restarting your router and make sure your not limiting the bandwidth steam can use.
