hdr HDR causes pc to stutter???

Hello my specs:

GPU: 7800XT, CPU: 7800X3D, RAM: G.Skill trident Z at 6000MT, MOBO: MSI Tomahawk wifi b650

As stated my pc stutters using windows hdr, causing my cpu cores to spike during freezing and stuttering.

Doesnt happen when recording though AMD software wierdly enough.

I do have video of this issue but seems like i cant paste it here, but yeah ive already said what the issue is so it describes it pretty good.

Another minor issue is that the nightmode UV filter always resets to on...

I tested in edge using hwinfo to see the cores on cpu and scrolling or just moving mouse just doesnt work... it stutters haaardd
