Still pretty new to PC building, could you explain the specifics of what makes the 9070XT better than the 7800XT?

Just overall better performance for similar MSRP. But at current market pricing they really are not worth it, you have to get them at around 600-650 USD or the value proposition falls apart. In an ideal world, if the price doesnt change significantly, newer GPU offers more features, better performance per watt, and for some country's law, more warranty.
