Cannot access BIOS

My friend disable the splash screen on a Toshiba laptop and wiped the hard drive, how can get into the BIOS?

Clear CMOS maybe

Pull out the CMOS battery and the normal battery and hold the power button for like 10 seconds then wait another 30 reinstall both battery's and that should reset the the setting and give you back your splash screen

Just disabling the splash screen shouldn't prevent access to the BIOS. Try hitting the Delete key repeatedly as the PC turns on. If that doesn't work, try F12, F2, or F8. It depends on the manufacturer what works.
