Look at your two pictures. You are going from 46 to 55 watts to achieve nothing. That is why I asked why. If you have a reason, people would be more likely to help you. As it is, it seems like you don't know what you are doing. I may be wrong, but if you don't offer answers, then we can't know.

Well yes, I don't know the limits of how hard I can push the encoder, it's not very well-balanced in my eyes. Not really sure what triggers the GPU freq to boost, I came from being an NVIDIA user, so I'm just trying to understand the reason for it

Having tasks to process. It is really as simple as that. If you want to clocks to boost, give it work to do, not less.

Are you using the encoding in these screenshots? They use a different part of the GPU, so the clock speed likely is only for the compute part of the die, not the encoder. 

 

What FPS are you getting when encoder, along with all the other info about the video your encoding? 

 

Look in task manager to see the usage of the encoding core, not of the whole GPU.

No additional info about these encodes? 

 

If you want better encoding, I'd go nvidia, I think they have generally better encoding core in the 4xxx cards than the a770, and lower power usage too. The a380 also has the same encoding core as the a770 from what I see, so the a770 makes almost no sense for encoding use.
