The Ryzen 5500 is a uniquely awful CPU for your case, youre limited to half the cache as the 5600 and up has at least double which is the main reason the X3D CPUs work so well, large cache, so it is a MAJOR proponent in game performance. And another unique to you issue, is that it only runs PCIe3, which when paired with a x8 lane GPU (which a 4060 is) means you have no where near the throughput needed to run your GPU anyway decently. Id upgrade your CPU as soon as possible and youll see a SIGNIFICANT increase in performance, even just to a 5600 (non-X)

You do not mention what resolution and fps you're aiming to play at.

The 4060, especially if it's an 8gb, is most suited for 1080 at 60fps. If you're trying any higher resolution it will struggle.

Check you aren't on laptop power mode. Do you have more than 1 screen?

Are your games dropping frames, stuttering or both?

Stuttering can be caused by many things, such as:

GPU being bottle-necked by the CPU.

Games calculating shaders in real time can cause this, which can be solved by using DXVK or VKD3D/Proton which caches the shaders being calculated.

Bad optimization of the game.

Bad GPU drivers.

 

One way to mitigate stuttering is to cap the FPS.

Which CPU do you recommend, besides the 5060 taking into account my psu and mu moba ?

Probably a 5700X3D in that case, shouldnt be extremely expensive but should serve you well for years to come and with no need to update your platform

Yes there is. Find windows power settings under "Control Panel\Hardware and Sound\Power Options" and change it to "High performance." Might be hidden under an expansion window.

 

Usually this is at fault for performance loss not necessarily stuttering but worth a try.

Ive seen people actually drop their performance over standard with the high performance mode

UPDATE

 

Just installed the 5600x,my games seem to run much smoother, temps are a bit higher than the 5500 (around 30-35 degrees Celsius vs 23-30 at idle) but i guess that's to be expected given the extra horsepower of the processor.
