With such a low budget you're not going to get anything amazing. SteelSeries Siberia V2 is probably the best option.

 

If you are open to headphones + mic combo, you can get CHC Silverado (closed) or Pioneer SE-A1000 (open) really cheap currently and then attach something like Zalman ZM-MIC1 clip on mic to them. If you can't get either of those with their sale prices (check Amazon) then Superlux HD-681 Evo (semi-closed) is another fantastic option that beats any "gaming" headset in your budget range. This way you get proper audiophile quality while paying less.
