I expect it's just a ban on new sales. If TP-Link were to deliberately offline the devices, they'd be offering a refund or getting GIGASUED

Hard to sue a corporation that can no longer operate in the country they are getting sued in… 

 

But I also doubt they would push a firmware to brick devices. Not good PR.
