Stutter problems when playing (or after) games

Been through two gpu’s of the amd brand (480 and 580) this problem still hasn’t resolved, whenever I play games on my pc and have google or spotify running in the background and I go and change the song or move the window a little bit, my pc lags it’s brains out (a little bit of an over exaggerated) example attached below

gpu: rx 580 

ram: 16 corsair

ssd: 500 gb kingston

Is Window, bios, and drivers up to date?
