I am trying to install Windows 11, but I get the error: "Voicemeeter Driver – Your PC has a driver that is not ready for this version of Windows. There is a newer version available."

I’m at a loss. I have tried everything to remove all traces of Voicemeeter, but the only remaining part is in the System32 folder. I have even deleted everything related to Voicemeeter in the Registry Editor.

Who can help me?

P.S.: The screenshot looks a bit weird because I had to translate it from Dutch to English, but you get the point.

pretty sure it just checks the list of drivers in registry so go and remove it.
launch regedit and go to HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services and look for something called voicemeeter

a far easier solution is just install the latest version of whatever this software is and it should detect it's own older driver and update it.
