If it doesn't output a video signal, I'd try to clear the CMOS memory and change the CMOS battery (button cell) because it is probably dead after all these years.

Next thing is checking if the PSU is alive. 500W is more than enough for this build but if some capacitors are dead... no luck.

Also, don't forget to check if the power switch is in working order. With the years, contacts may corrode and dust can block the contacts too.

Can you qualify this more? How do you know it's booted? Can you see it on the network?
Have you tested your cable and display on another device to ensure that they are good?
How did you acquire the PC? Were there any known problems?

FYI, that's *at best* a 50$ machine. 

The monitor and cable I use in my setup was used to test this one as well and it didn’t output anything. Also since I live in a third world country this is absolutely going to sell for a decent profit.

This PC worked when my cousin a couple of days ago turned it on, it just said that there isnt an os to boot which is true, I was hoping to install windows 10 on it

I actually havent tried clearing the CMOS memory so I will get to doing that tomorrow after I wake up, thanks for reminding me about that I appreciate it

If CMOS doesn't work, pull everything out and build on a box. Make sure there isn't some short happening. And when you do, unplug everything and plug it back in. Make sure there wasn't something jiggled loose during transport. 
Ultimately, wouldn't be surprised to find that PSU is being funky, especially on a power grid in a developing nation.
