New PC as Plex and Storage Server.

I am going to build a home NAS which will serve as a storage device but primarily as Plex Server. I will be streaming only one 4K stream. I might wanna use it for home automation in future. I have a budget of 650 CAD. Can some one suggest me is it doable and if yes then pls tell me some build suggestions. 🙂
