Hello, first time posting... over the years I have been dealing with issues of textures that seem to "change" as the camera/character get closer to them, and I believe this is something to do with a LOD issue. (idk if this has anything to do with LOD it just seems like it does to me)

I have all the settings in the game maxed and I experience the same issue as the first video, this also happens in other games but some worse than others, for example God of War 2018 and Ragnarok have no issues with LODs transitioning when getting close. I read a few things online about how this is due to "dirty electricity" but I dont see how that can be the case and think that is BS. Is there anyone else having this issue that was able to solve it? Is this an issue with my GPU? I have no issues otherwise...

GPU: MSI RTX 4070 Ti Gaming X Trio 12G using Nvidia driver version 566.36

CPU: AMD Ryzen 7800x3d

RAM: G.Skill Trident Z5 Neo 32gb DDR5-6000 cl30 (2x16gb) running with XMP enabled

SSD: Crucial P5 Plus 2TB M.2-2280 PCIe 4.0 X4 NVME SSD (this is where games installed) 

PSU: Corsair RM1000x 2021

MOBO: MSI MAG X670E Tomahawk WIFI ATX AM5 MOBO with bios version 1.40 (2023-08-11)

From what I can see, this is nothing more than LOD models being swapped out and it's expected behavior. Even in the second video you share, you can see a couple of rocks popping in just above the boardwalk after 14:38

 

I understand that once you've seen something, it can be hard to unsee it but low LOD models being swapped out with higher LOD models is something you'll see most games. Considering you're running the game on an NVME SSD, I don't believe you would be having any issue with the game struggling to stream assets in either (which could cause late pop-in, however that isn't what is happening in either of these videos).

 

I'm afraid there isn't any solution to suggest here considering this is expected behavior, however, if you really wish to hide LOD pop-in as much as possible then the best thing to look into would be graphical enhancement mods which will allow you to push your LOD distance settings higher than the game normally allows.
