failing PSU question mark?

Windows 11. 64bit. Corsair Vegeance A7200 prebuild, with unknown modification. Ryzen 7 5800X cpu, B550A Pro mobo, 32gb corsair ram, rtx 3070. 

Everyone knows I am not a corsair fan. My other half bought this thing for a good deal and its been going for a good year now. Recently she will boot the system, everything lights up, but no post. Turn off, back on. Might post. Sometimes have to turn off/on 3-4 times. Is this the PSU dying? I thought it could by GPU so I put my 4070 in it and it did the same thing. 

Im a disgruntled old man. 

11400F/4070 32gb ram, 1000w PSU, X63 AIO, windows 10, B560 mobo
