Video Recording & Resolutions

If you tell your video recorder to record at 1920x1080 on a 1280x720 window, I would guess you'd get big black bars? 

 

Now what happens if you tell the recorder to record at 1600x900 (Window is the same size) and upload it to Youtube in 720p? 

 

In conclusion, I'm very confused as to what the resolution on Youtube affects. I can understand the resolution between the recorder and the game I'm pretty sure.
