Programs "Not Responding"

So basically any program I open, it will work for a few minutes and then give me a "Not Responding" and grey out. If I force it to close and try to reopen, it will say it's still running. If I try to use task manager to completely shut down the program, the task manager will grey out with a "Not Responding"

When I restart the computer, the exact same stuff will happen.

I've checked for Windows (11) updates and I've run "sfc /scannnow" and "dism /online /cleanup-image /restorehealth" in my command prompt

No idea what else to do and everything I google tells me to restart the computer.

Pain.
