Code 43 *usually* means it's dead. Especially if it was working. 
First step is DDU and reinstall NVApp
Second step is reseating in PCIe and both ends of the power cables
Third step is desperation (reflash VBIOS, could brick the card and rarely fixes anything)
Fourth step is white knuckled terror (disassembly and bake to attempt to reflow a broken solder joint, usually bricks the card and even when it does work, only works for a couple weeks)
Fifth step is acceptance (replace the card)

Yes you can most likely flash it using a ch341a BIOS programmer. Card was properly used for mining or something.
