Well, the task manager is reporting 4% usage. That lines up more with the 41W power consumption and the 40C temperature.

I think there is something wrong with GPU-z readings.

Is it possible that you locked the core clock with AMD adrenalin or MSI afterburner ? It's probably the only setting that can result in 99% core clock and 0% memory load. Unlocking that setting or resetting to default the GPU settings should help.

Another thing you can check is the dual BIOS switch on the GPU. In case there is an error in one BIOS, you can flip the switch to the other position. The only difference between the two BIOS is usually the fan curve.
